Bidders are to meet at the front of the School’s Administration Building. No bidders will be accepted upon arrival after 8:00 am. All work to be performed June 15, 2019 to August 19, 2019.

 
NOTICE IS HEREBY GIVEN that the Governing Board of the Manhattan Beach Unified School District, hereinafter referred to as “District,” is calling for and will receive sealed bids for the award of a contract for the above project up to, but not later than, the above-stated date and time.

Department of Industrial Relations Information

Bidders are advised that this contract is a public work for purposes of the California Labor Code, which requires payment of prevailing wages. These per diem rates, including holiday and overtime work, as well as employer payments for health and welfare, pension, vacation, and similar purposes, are available from the Director of the Department of Industrial Relations. Wage rates can be obtained from the Director of the Department of Industrial Relations at http://www.dir.ca.gov/OPRL/dprewagedetermination.htm Pursuant to California Labor Code Sections 1720 et seq., it shall be mandatory upon the Contractor to whom the Contract is awarded, and upon any subcontractor under such Contractor, to pay not less than the said specified rates to all workers employed by them in the execution of the Contract.
 
As of March 1, 2015 all contractors bidding on a public works project must be registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. http://www.dir.ca.gov/Public-Works/PublicWorks.html

Miscellaneous Information

Bid Documents will be distributed at the mandatory bid opening.

Each bidder shall be a licensed contractor pursuant to the California Business and Professions Code, and be licensed to perform the work called for in the contract documents. The successful bidder must possess a valid and active Contractor’s California State License Class as previously indicated at time of bid receipt and throughout the duration of the project. The Contractor’s California State License number shall be clearly stated on the bidder’s proposal.

The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding.

Separate Payment and Performance Bonds, each in an amount equal to 100% of the total contract amount, are required, and shall be provided to the District prior to execution of the contract and shall be in the form set forth in the contract documents.
All bonds (Bid, Performance, and Payment) must be issued by a California admitted surety as defined in California Code of Civil Procedure Section 995.120.

Each bid must strictly conform with and be responsive to the contract documents as defined in the General Conditions.

RFQ No. B1819-002 HAZARDOUS MATERIAL SURVEYS, TESTING, ABATEMENT & MONITORING
 
Manhattan Beach Unified School District is requesting Statement of Qualifications (SOQ) for hazardous material consulting services from firms interested an qualified to provide such professional services. 
 
 
The District is seeking Hazardous Materials Consultants to provide Services for various facilities improvement projects relative to the implementation of the Facility Master Plan (“FMP”) and ongoing school bond program, including but not limited to new construction, renovation, reconstruction projects, program-wide projects, infrastructure projects and/or maintenance projects, as well as other projects as needed. 

In 2015 the Manhattan Beach Unified School District Board adopted a Facility Master Plan with the intent to implement school facility projects over the next 10 to 20 years. On November 8, 2016 voters approved Measure EE and Measure C bonds totaling $153 million. Measure EE ($39 million) enables the District to replace the gym complex at Mira Costa High School. Measure C ($114 million) projects will include renovation, modernization and/or new construction across all campuses in the District. DSA approval has been received for the new high school gym complex, with demolition scheduled to begin in early December 2018. Information regarding the District’s Facilities Master Plan and Measures EE and C project updates can be found on the District website under FACILITIES.

RFQ No. B1819-001 MATERIAL TESTING AND SPECIAL INSPECTION SERVICES
 
Manhattan Beach Unified School District is requesting Statement of Qualifications (SOQ) for material testing and inspection services from firms or individuals interested and qualified to provide such professional services. 
 
 
The purpose of this Request for Qualification (“RFQ”) process is to allow the District to identify qualified full-service consulting firms or individuals for the related material testing and inspection work associated with the various District projects such as the Mira Costa High School Athletic Complex demolition and construction, and the renovation, modernization, and/or new construction across all campuses in the District as work associated with the recent passage of the $153 million in General Obligation Bonds (Measures C and EE) approved by the voters on November 8, 2016. The Measure ‘EE’ construction project is to the replace the gym at Mira Costa High School for which demolition is scheduled to begin on December 3, 2018. Measure ‘C’ projects include the renovation, modernization and/or new construction across all campuses in the District. Subsequent to the District’s establishment of the shortlist, the District will, as deemed necessary by and at the sole discretion of the District, enter into negotiations with the top-ranked firm(s) or individual(s). Each Consultant responding to this RFQ should be prepared and equipped to provide full service to the District in an expeditious and timely manner and on relatively short notice so as to enable the District to meet critical time deadlines and schedules.

MANDATORY SITE-WALKS
 
There are two mandatory project site-walks for this RFP.  Firms intending to submit a proposal must attend both days and stay for the full time.  Mr. Paul Ruta, Director of Maintenance & Operations for MBUSD will lead these site-walks. 
 
SITE-WALK #1, Friday, April 13, 2018 @ 8:30 AM. This site-walk will review the planned projects at Grand View and Pennekamp Elementary schools. Please meet at the Grand View Elementary school office by 8:30 AM. The address is 455 24th Street, Manhattan Beach, CA 90266. After reviewing this campus, participants will caravan to Pennekamp Elementary.
 
SITE-Walk #2, Monday, April 16, 2018 @ 8:30 AM. Sites visited on this day will include Robinson, Pacific and Meadows Elementary schools, followed by the Manhattan Beach Preschool, Manhattan Beach Middle School and Mira Costa High School.  The walk will begin at Robinson Elementary. Please meet in the school office by 8:30 AM at 80 South Morningside Avenue, Manhattan Beach, CA 90266. After each campus walk the participants will caravan to the next site until the tour is completed.
 
All attendees must sign-in for each site-walk.

BID #17-01: MIRA COSTA BLDG T  ROOF REMOVAL & REPLACEMENT
 
BID #17-01 STATUS UPDATE:
The District advertised for bidders to submit bids to remove and replace a portion of the roof at Mira Costa High School, Building "T," and, as amended by Addendum 1, to include repair of the gymnasium roof at Manhattan Beach Middle School. The advertisement ran on October 5 and October 12, 2017, and a mandatory job walk was held on October 12, 2017. Nine prospective bidders attended the job walk. Bids were opened on October 19, 2017. There were six responsive bids. Staff recommends the Board award the contract to the apparent low bidder, Best Contracting Services, Inc., of Gardena, California.
 
The District appreciates all interest and responses from all bidders.
