Prop 28: Arts and Music in Schools Funding

In November 2022, California voters overwhelmingly approved Proposition 28: The Arts and Music in Schools (AMS) Funding Guarantee and Accountability Act, establishing a new funding program to support arts instruction in schools beginning in the 2023–24 school year and continuing into the foreseeable future. Proposition 28 is designed to supplement, not replace, existing arts and music education programs.

Prop 28 Highlights:
Guaranteed ongoing annual funding to help launch and sustain new classes in visual and performing arts (music, drama, dance, visual arts, and media arts,) at every school site.
  • Funding allocation requirements: At least 80% of funds must support teaching staff, while the remainder may be used for equipment, program materials, supplies, professional development, and potential partnership programs. Administrative costs are capped at 1%.
  • Site-level planning: Each school must submit a plan for how funds will be spent. With Prop 28 funding, MBUSD has expanded and enhanced visual and performing arts offerings at every school!

In addition, all California school districts are required to prepare and publish Board-approved annual reports demonstrating the impact of Proposition 28 funding.
