After which time the bids will be opened and publicly read aloud. All bids shall be made and presented only on the forms presented by the school district. It is each bidder’s sole responsibility to ensure its bid is timely delivered and received at the location designated as specified above. Any bids received after the time specified above or after any extensions due to material changes shall be returned unopened.

Project Description: Re-Roofing at Eight Sites

There will be a (Mandatory) pre bid job walk on December 11, 2018 at 7:00 a.m. starting at Robinson Elementary School, 80 Morningside Dr, Manhattan Beach, CA 90266. Bidders are to meet at the front of the School’s Administration Building. No bidders will be accepted upon arrival after 8:00 am. All work to be performed June 15, 2019 to August 19, 2019.

NOTICE IS HEREBY GIVEN that the Governing Board of the Manhattan Beach Unified School District, hereinafter referred to as “District,” is calling for and will receive sealed bids for the award of a contract for the above project up to, but not later than, the above-stated date and time.

Department of Industrial Relations Information

Bidders are advised that this contract is a public work for purposes of the California Labor Code, which requires payment of prevailing wages. These per diem rates, including holiday and overtime work, as well as employer payments for health and welfare, pension, vacation, and similar purposes, are available from the Director of the Department of Industrial Relations. Wage rates can be obtained from the Director of the Department of Industrial Relations at Pursuant to California Labor Code Sections 1720 et seq., it shall be mandatory upon the Contractor to whom the Contract is awarded, and upon any subcontractor under such Contractor, to pay not less than the said specified rates to all workers employed by them in the execution of the Contract.
As of March 1, 2015 all contractors bidding on a public works project must be registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5.

Miscellaneous Information

Bid Documents will be distributed at the mandatory bid opening.

Each bidder shall be a licensed contractor pursuant to the California Business and Professions Code, and be licensed to perform the work called for in the contract documents. The successful bidder must possess a valid and active Contractor’s California State License Class as previously indicated at time of bid receipt and throughout the duration of the project. The Contractor’s California State License number shall be clearly stated on the bidder’s proposal.

The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding.

Separate Payment and Performance Bonds, each in an amount equal to 100% of the total contract amount, are required, and shall be provided to the District prior to execution of the contract and shall be in the form set forth in the contract documents.
All bonds (Bid, Performance, and Payment) must be issued by a California admitted surety as defined in California Code of Civil Procedure Section 995.120.

Each bid must strictly conform with and be responsive to the contract documents as defined in the General Conditions.

The District is prequalifying prime contractors and first tier electrical, mechanical, and plumbing (MEP) subcontractors to perform work on District projects.  
As a condition of being awarded a contract, prospective developers and MEP subcontractors must complete a prequalification questionnaire and provide financial information to the District (the Prequalification Package). Prequalification Packages are accepted on a rolling basis. 
Once the prequalification process is complete, the District will notify developers and MEP subcontractors whether they meet the prequalification requirements.  Prequalification will be valid for one calendar year following the date of initial prequalification.  Developers and MEP subcontractors who are prequalified must update prequalification forms as their status or information changes.
The District will only enter into lease-leaseback agreements with Developers who have been prequalified by the District, and a developer/prime contractor may not use an MEP subcontractor that has not been prequalified by the District.
Developers and MEP subcontractors who wish to qualify must submit complete Prequalification Packages in a sealed envelope to:
